The GB Classification Labelling and Packaging Regulation (GB CLP) is now in effect in England, Scotland and Wales.

This includes the new GB mandatory classification and labelling (GB MCL) system.

The GB MCL process includes the consideration of information gathered from public consultations, conducted by ECHA or HSE. GB-based businesses with an interest in the proposals covered by an ECHA or HSE public consultation are strongly encouraged to share any relevant information.

ECHA has announced a public consultation on the following proposals for harmonised classification and labelling (CLH):

  • methyl 5-(2,4-dichlorophenoxy)-2-nitrobenzoate; bifenox (EC: 255-894-7; CAS: 42576-02-3). Pesticide active substance.
  • reaction mass of N,N'-ethane-1,2-diylbis(decanamide) and 12-hydroxy-N-[2-[(1-oxodecyl)amino]ethyl]octadecanamide and N,N'-ethane-1,2-diylbis(12-hydroxyoctadecanamide) (EC: 430-050-2; CAS: -). Chemical registered under REACH.

Responses can be provided in two ways:

  • Scientific and technical information should be submitted directly to ECHA using their commenting webform by 12 March 2021. Comments will be published on ECHA's website
  • Information on wider policy and impact considerations should be submitted to HSE CLP specialists at GBMCL@hse.gov.uk. Responders should consider if they are likely to be affected by any of the proposed changes and let us know if any significant impacts or benefits are anticipated, at an early stage

Where impacts and benefits are identified, please provide any supporting evidence together with possible alternative options. Where the scientific veracity of the proposal is questioned, please provide references to any relevant scientific data sources.

If you have any queries, please contact us at GBCLP.GBMCL@hse.gov.uk

HSE, as the GB CLP Agency, is responsible for some of the CLP functions previously performed by the European Chemicals Agency (ECHA).

More information on the activities and functions of HSE under the GB CLP Regulation or about the new GB MCL system is available on the HSE website.
