This report outlines the regulatory requirements and import procedures for food and agricultural products entering Costa Rica. The only significant regulatory change since the 2023 report was the adoption of a Central American Technical Regulation (RTCA) on Registration and Sanitary Inscription of Food Products scheduled to enter into effect in August 2024. FAS/San Josรฉ does not expect any negative effects on the food product registration process, however, the measure could make it harder for multiple importers to bring the same U.S. product to the Costa Rican Market.

The Standardization Administration of China (SAC) published the draft "Standards for Nuts and Kernels of Almonds" for comment. The standards will replace the existing national standard on almond kernels (GB/T 30761-2014) and specify the quality grading, inspection methods, inspection rules, packaging, labeling, storage, and transportation of nuts and almond kernels. The deadline for public comments to SAC is July 27, 2024. Based on previous experience, PRC officials may not notify the draft to the WTO as it is not considered a mandatory standard. This report contains an unofficial translation of the draft standard with links and related guidance to access and submit comments on the SAC platform.
On July 11, 2024, China notified revisions to the draft National Food Safety Standard of General Principles for the Labeling of Prepackaged Foods to the World Trade Organization (WTO) under G/SPS/N/CHN/1295/Add.1. The General Principles for the Labeling of Prepackaged Foods is a mandatory national food safety standard that provides basic requirements for the labeling of domestic and imported prepackaged foods of all categories. The proposed date of entry into force is to be determined. Comments may be submitted to China's SPS National Notification and Enquiry Center at sps@customs.gov.cn until August 16, 2024. The draft standard was notified previously to the WTO in February 2024 and changes to it have been made in this revision. This report provides an unofficial translation of the draft standard with the latest revisions. Stakeholders should conduct their own review of the regulation.
