On August 30, 2021, the Brazilian Ministry of Agriculture, Livestock, and Food Supply (MAPA) published the new Dairy Certificate model for U.S. exports into Brazil. The certificate is finalized after 18 months of negotiations. MAPA also granted a 60-day transition period between old and new dairy certificates effective from the date of publication. During the transition period, both the old and the new certificate models will be accepted. U.S. dairy exports to Brazil in 2020 totaled $45 million. The new Certificate model provides the needed assurances that trade will not be interrupted.
Mexico's textile industry has rapidly recovered from dramatic effects due to COVID-19 and the global slowdown for cotton products during the first half of 2020. The recovery of global demand for garments, innovation in product offerings, and certainty and logistical transport advantage of textile trade through the USMCA agreement is accelerating cotton consumption. Additionally, high global freight costs have disincentivized the importation of garments from Asia and further boosted domestic textile production. As a result, cotton imports from the United States in MY 2021/22 are expected at levels not seen since MY 2010/11, as domestic production is not sufficient and textile mills prefer high quality U.S. cotton.
Despite lower area, 2021/22 production is forecast to reach 5.3 million bales, an 18 percent increase over the disappointing 2020/21 crop. Cotton demand from the textile sector remains robust, and domestic use and imports are a bit higher from the previous report. Imports for 2021/22 are projected to be a record 5.6 million bales. In August 2021, in a bid to stabilize prices and incentivize producers, the Ministry of Food Security and Research announced a new policy to intervene if cotton prices fall below Rs. 5,000/40kg ($781/ Ton).
The Thai Excise Department approved the use of the APEC Model Wine Export Certificate for U.S. wine exports and the U.S. Alcohol and Tobacco Tax and Trade Bureau's (TTB) Certificate of Sanitation for U.S. beer and distilled spirit exports to Thailand with specific attestation. U.S. alcohol beverage exports will require no additional testing or certificate of analysis. U.S. exports of alcohol beverages to Thailand were approximately $11 million in 2020.
