Submitting chemicals information to the National Poisons Information Service

The Birmingham Unit of the National Poisons Information Service (NPIS) acts as the appointed body responsible for accepting information submitted by importers and downstream users of hazardous mixtures placed on either the Great Britain (GB) or Northern Ireland (NI) markets.

 

On 1 January 2021, the GB Classification, Labelling and Packaging of Chemical Substances and Mixtures (CLP) Regulation came into force. GB-based importers and downstream users, and NI-based downstream users directly supplying the GB market with qualifying Northern Ireland goods (QNIGs), are encouraged to voluntarily submit information relating to emergency health response, and preventative measures on hazardous mixtures placed on the GB market, to NPIS using a safety data sheet (SDS).

 

In NI, chemicals (substances or mixtures) placed on the market must comply with the EU CLP Regulation. Importers and downstream users placing hazardous mixtures on the NI market are required to provide specific information on their products to the NPIS in accordance with Annex VIII.

 

As NPIS does not have access to the European Chemicals Agency (ECHA) poison centre notification (PCN) tools, submissions for NI must be provided in the form of a PCN and sent directly to NPIS Birmingham.

 

Guidance has been published to support you to submit information to the NPIS.

 

It outlines the type of information companies placing hazardous mixtures on the UK markets (such as manufacturers, importers, downstream users and distributors) should submit.


ECHA public consultation: call for comments

Deadline: 14 May 2021

The Great Britain Mandatory Classification and Labelling (GB MCL) process includes the consideration of information gathered from public consultations, conducted by HSE or international bodies such as the European Chemicals Agency (ECHA).

 

ECHA has announced a public consultation on the following proposals for harmonised classification and labelling (CLH):

  • 1,2-benzisothiazol-3(2H)-one; 1,2-benzisothiazolin-3-one (EC: 220-120-9; CAS: 2634-33-5). Biocide active substance; chemical registered under REACH.

  • 1,4-Benzenediamine, N,N'-mixed Ph and tolyl derivs.; Reaction mass of N-phenyl,N'-o-tolyl-phenylene diamine, N,N'-diphenyl-p-phenylene diamine and N,N'-di-o-tolyl-phenylene diamine (EC: 273-227-8; CAS: 68953-84-4). Chemical registered under REACH.

UK-based businesses with an interest in the proposals are strongly encouraged to share any relevant information. 

 

Scientific and technical information should be submitted directly to ECHA using their commenting webform by 14 May 2021.

 

Comments will be published on ECHA's website.

Under the GB CLP Regulation, HSE will consider all published opinions of the Committee of Risk Assessment of ECHA (RAC) before publishing its own Agency Technical Reports and Agency Opinions, so any information you provide will be important in any final GB MCL decision.
