This ends the tradition of the minority party controlling some committees in the state legislature. As a concession, Democrats will be appointed to all vice chair posts. Republican committee chairs will be required to consult with their Democratic vice chairs to schedule hearings, consider bills, and call witnesses. A draft of the 232-page resolution outlining the new rules was provided to members Thursday morning, and it was put before the body for consideration that afternoon. While some members tried to propose amendments to the rules, State Rep. Jared Patterson (R-Frisco) used the "nuclear option" by moving to end debate and vote on the measure. The rules were approved by a vote of 116-23, with only one Democrat opposing the resolution. The new rules consolidate several standing committees and create a new Delivery of Government Efficiency (DOGE) committee in an apparent move to mimic President Trump's cost-cutting initiative at the federal level. | DFW Passes Austin for Highest Rent Austin is no longer the most expensive rental market in Texas, having recently ceded that status to Dallas-Fort Worth. According to data from real estate firms like Zillow, the average rent in DFW last month was $1,532, while Austin's was $1,512. Several recent indicators point to a slowdown in growth in the state's capital, which has had the highest rents in Texas since 2015. Between July 2022 and July 2023, more people moved out of Austin's Travis County than moved in for the first time in 20 years. Last month, the Texas Demographic Center estimated that Fort Worth's population has exceeded Austin's to become the state's fourth-largest city. One factor affecting rental prices is the rate of new apartment construction. Over the past year and a half, builders have acquired permits for roughly 1,000 units per 100,000 residents in Austin, while Dallas-Fort Worth builders have acquired permits for about one-third of that figure. | Pig Organ Transplant Facility Coming to Houston United Therapeutics Corp., a biotechnology company that supplies animal-based organs for transplantation in humans, plans to build a $96 million facility in Houston to house up to 200 genetically modified pigs. A company representative described the pigs as "gene-edited organisms." They will be used for xenotransplantation, the process of transplanting non-human organs into humans. The pigs will be fed a vegetarian diet, and their living conditions must be certified by the U.S. Food and Drug Administration.
