The FBI arrested a man on a farm not far from Norfolk last month and snared the largest supply of "finished explosive devices" it has ever seen.

Agents raided the home of 36-year-old Brad Spafford and discovered "a stockpile of more than 150 homemade improvised explosive devices, assessed as pipe bombs."

Court documents stated that some devices were so unstable they could not be moved and had to be blown up on the property.

After a hearing this week, Magistrate Judge Lawrence Leonard initially ruled that the suspect could be released to house arrest at his mother's home but later ordered him to remain in custody while prosecutors present further arguments.

"While he is not known to have engaged in any apparent violence, he has certainly expressed interest in the same, through his manufacture of pipe bombs marked 'lethal,' his possession of riot gear, and a vest loaded with pipe bombs," prosecutors wrote.

The Virginia State Police have established a Homeland Security Division (HSD) to track threats and improve cooperation with federal and local law enforcement groups.

The division is divided into Collection and Analytical sections, with Collection working to protect infrastructure and Analytical working to process intelligence.

"The Division will identify, document, collect, analyze, maintain, and disseminate criminal intelligence and homeland security information on a need-to-know basis," the HSD announced. "This intelligence will pertain to persons involved in organized crime, terrorist groups, and multi-jurisdictional or serial crimes."

The HSD will also attempt to build strong partnerships with federal agencies, including the FBI, DEA, and FEMA.

Commonwealth students are scheduled to return to class on Monday, but the weather may not cooperate in some locations.

The first winter storm systems of 2025 are expected to move across Western and Central Virginia beginning today and again on Sunday, bringing a potentially messy mix of snow, sleet, and freezing rain.

Forecasters say snow could start in the D.C.-area suburbs as early as Friday and continue into Monday. It isn't clear there will be much accumulation near the capitol, but more than 4 inches is possible in some mountainous regions

Even before any snow flies, be ready for sub-freezing temperatures today and into the weekend across much of the state as 2025 gets off to a chilly start.
