DVSA has published its Market Surveillance Unit (MSU) 2025 programme and emissions testing results.
The MSU inspects vehicles, trailers, parts, and equipment to make sure they are safe for people to buy and use. It also checks that they meet current and relevant environmental standards.
DVSA aims to check a representative selection of the most popular vehicle types used on UK roads. In 2025, we carried out tests on:
- hybrid cars (self-charging hybrid)
Vehicle and component testing
The report covers several products, including:
- aftermarket emissions components
- agricultural and forestry vehicles
- motorcycle exhaust systems and silencers
- electrically assisted pedal cycles (EAPC) and EAPC conversions
- electric and petrol-powered scooters
- advanced driver assistance systems (ADAS)
When DVSA finds evidence of unsafe or illegal vehicles, products or parts it can:
- offer advice and guidance
- issue fines (called civil penalties)
- report the individual or business for consideration of prosecution
The report provides details of the action taken in 2025, including testing 9 popular aftermarket catalytic converters (CAT) and diesel particulate filters (DPF).
