A regular update for providers and professionals working in adult social care, sharing the latest guidance on COVID-19 and CQC's approach during this period.

Weekly testing for CQC Inspectors

CQC inspectors will be tested weekly for COVID-19, following the Department for Health and Social Care's decision to offer testing to key workers. 

Ian Trenholm, Chief Executive at the Care Quality Commission (CQC), said

"We are delighted to be able to offer the additional assurance to care providers that our inspectors will be getting weekly testing for Covid-19, following the Department for Health and Social Care's decision to offer testing to key workers. Testing will be rolled out to all inspectors who participate in onsite visits in the coming weeks.

This is in addition to our existing protections, where all CQC staff engaging in inspection and registration visits must undertake a risk assessment prior to the visit. They must use the PPE identified, have gone through training on its use, and have completed the Infection Prevention and Control training. Where an inspector displays symptoms or a positive Covid-19 diagnosis, they are already required to self-isolate."

DNACPR adult social care information request

In October, the Department of Health and Social Care (DHSC) asked CQC to review how do not attempt cardiopulmonary resuscitation's (DNACPR) were used during the COVID-19 pandemic, building on concerns that we reported earlier in the year. You can find out more information through our recent news story.

From our engagement so far with adult social care providers, they said they'd like to share their experiences.

This week we're starting to roll out a voluntary information request for adult social care providers to help us to understand the scale of inappropriate do not resuscitate orders put in place across the country – what made them inappropriate and whether they remain on people's records or have been removed. 

You'll receive a voluntary information request with a unique link for each of your locations over the next couple of weeks with two weeks to submit your information.

COVID-19 Insight: Issue 5

In this month's report, we build on the learning about good practice in infection prevention and control that we discussed in the last issue by focusing on care homes. We also present the key findings from a survey to understand the experience of inpatients who were discharged from hospital from April to May 2020, when the first wave of the pandemic was at its height.

Share your views: Guidance on complying with the Duty of Candour (Regulation 20)

Earlier this year we asked you for your thoughts about the current Duty of Candour (Regulation 20) guidance. Following this, we have significantly reduced the length of the guidance, introduced flowcharts and tables as requested, and tried to address all the questions we have received from providers since the regulation came into force.

We'd now like your feedback on the revised guidance, and invite you to share your views in a short survey on our digital participation platform.


At risk groups to receive free winter supply of vitamin D

The government has announced that more than two and a half million vulnerable people across England will be offered free Vitamin D supplements for the winter.

All care homes will automatically receive a provision for their residents, while individuals on the Clinically Extremely Vulnerable list will receive a letter inviting them to 'opt in' for a supply to be delivered directly to their homes. Deliveries will be free of charge, starting in January, and will provide four months' worth of supplements to last people through the winter months.

In response to the challenges of the Covid-19 pandemic we've introduced Infection Prevention and Control inspections in order to share good practice, uphold high quality care and keep people in care safe.

Capacity Tracker and daily CQC home care COVID-19 merge

This week providers will receive an email from the Capacity Tracker team, confirming their registration on the Capacity Tracker tool, with further instructions for access and updating, or an email confirming they are already registered and now have access to the home care screens. The email will be from noreply@capacitytracker.co.uk, please check spam and email junk folders.

Users who do not receive an email by 2 December, can register manually, or contact the Capacity Tracker Contact Centre for Support.

Once logged in to Capacity Tracker, you can immediately complete the questions

Out of sight who cares

This focuses on the use of restraint, seclusion and segregation in services for people with a learning disability, autistic people and those with a mental health condition.

Notification forms

We are making changes to our notification forms to make them easier for you to use and improve the quality of information collected. The death of a service user notification form has now been updated, with other forms being updated soon.  

To make sure submitting a notification to us is as easy for you as possible, make sure you are using the latest form either by downloading from our website each time you submit a notification or accessing through the provider portal.

Designated settings for COVID-19 patients leaving hospital

We're working with the Department of Health and Social Care (DHSC), local authorities and individual care providers to provide assurance of safe and high-quality care in designated settings, which are part of a scheme to allow people with a Covid-positive diagnosis to be discharged safely from hospitals.

When CQC is notified of a proposed setting by the local authority we call the provider within 24 hours and if the provider is ready we will inspect within 48 hours, informing them and the local authority if they are assured.

NHS England consulting on proposals for next steps for integrated care

NHS England has published Integrating Care: next steps to build strong and effective integrated care systems across England. The reports details its vision for a more effective and responsive care system across England. It sets out how NHS organisations, local councils, frontline professionals and others will join forces in an integrated care system (ICS) in every part of England from April 2021.

The document sets out two models to meet this goal without triggering an unnecessary and distracting top down NHS reorganisation. They are seeking views on their proposals in an online survey, which closes on Friday 8 January 2021 at midnight. Visit the NHS England website to access the report and respond to the consultation.


Registering for free personal protective equipment through the PPE portal and guidance on use of PPE

Correct usage of PPE is vital to protect you and the vulnerable people you support during the COVID-19 pandemic. The Government is providing PPE for free for COVID-19 needs for CQC registered providers, via the PPE portal until the end of March 2021.

Over 20,000 adult social care providers have registered to use the portal. You can register for the portal using your CQC-registered email address here. To help with ordering on the PPE Portal the Department for Health and Social Care (DHSC) have created a step-by-step video. Please also monitor the GOV.UK guidance page for updates. Call the customer service team on 0800 876 6802 if you have any questions about the PPE portal. The team is available from 7am to 7pm, 7 days a week.

There's a range of guidance and resources to support you with the correct use of PPE in care homes and domiciliary care settings. A specialised training video on donning PPE in social care settings, and an illustrated guide is also available. PPE must be worn, and guidance followed, regardless of whether you are supporting people with Coronavirus or not.
