Outcome of the consultation on zero emission vans: regulatory flexibility

The Department for Transport has published the results of the consultation on Zero emission vans: regulatory flexibility - GOV.UK.

The consultation ran between 24 December 2024 and 3 March 2025, to look at proposals to amend regulations which apply to large zero emission goods vehicles with a maximum authorised mass above 3.5 tonnes, up to and including 4.25 tonnes.

Changes to testing

Following the consultation outcome, DFT will move 3.5 to 4.25 tonne zero-emission vans into the class 7 MOT testing system (with first test at 3 years, then annually) to reduce costs and administrative burdens for operators, whilst monitoring road safety impacts through a post-implementation review.

Changes to drivers hours

DFT will also explore options for moving 3.5 to 4.25 tonne zero-emission vans from the assimilated drivers' hours rules into scope of the GB rules, providing greater simplicity, flexibility and uniformity with equivalent ICE vans to support their uptake.

What will happen next?

The proposals outlined in this consultation will require legislation to be put into place before they take effect.

We will write to you in the near future to keep you up to date on how and when the changes will be introduced. We expect this to come in around Spring/Summer 2026.
