U.S. Food Exporter News from FDA Center for Food Safety and Applied Nutrition  News and updates for U.S. exporters of FDA-regulated food products Updated Information on China Decree 248 – Product Coverage February 2022 February 24, 2022 The FDA would like to bring to your attention a report published by USDA/Foreign Agricultural Service (FAS) in the Global Agricultural Information Network (GAIN), regarding an updated product list for China's production facility registration requirements, known as Decree 248.  FAS encourages U.S. exporters to pay special attention to the addition of several kinds of frozen fruit, as well as preserved cranberries, frozen potatoes and potato products. For food products such as certain frozen fruits, potatoes and cranberries, U.S. firms can self-register with China's General Administration of Customs (GACC) via https://cifer.singlewindow.cn/. For certain categories of products, GACC requires exporting countries' competent authorities to recommend firms for registration. Background On January 1, 2022, the GACC implemented new facility registration requirements for manufacturers of food products exported to China. In December 2021, The U.S. Food and Drug Administration (FDA) provided GACC with lists of U.S. establishments that sought to be recommended for registration in China via the FDA's Export Listing Module (ELM). GACC used the firm and product information provided by FDA to add registrations to the GACC Single Window System, also known as the China Import Food Enterprise Registration (CIFER) system.  FDA provided GACC with listing updates on February 7, 2022, to help facilitate registration of additional U.S. establishments.
