HSE is operating a PPP active substance renewal programme for Great Britain that is independent of the EU. All active substances with an expiry date before 31 December 2023 have been extended by 3 years. To support the renewal of approval in GB beyond the extended expiry date, HSE requires an application to confirm that the renewal of the active substance is being supported in GB. - This must be submitted 3 years before the extended approval expiry date
- The supplementary dossier, including the supporting data, is required 30 months before the expiry of approval. Guidance outlining what to include in the supplementary dossier will soon be published
Find out more about GB PPP active substance expiry dates and renewal application deadlines. All EU MRLs in place before 31 December 2020 continue to be valid in Great Britain. An overview of MRLs for GB and NI can be seen on the HSE website. The MRLs in force in GB are outlined in the GB MRL Statutory Register. Divergences in EU and GB MRLs will occur and therefore it is important to check the target markets. The UKIM Act means treated produce from Northern Ireland produced in accordance with EU pesticide MRLs can be placed on the market in Great Britain even if EU and GB pesticide MRLs diverge, as long as it is a qualifying Northern Ireland good. The definition of a qualifying good is set out in secondary legislation, but in broad terms it means those goods in free circulation in Northern Ireland. Further guidance on Northern Ireland Qualifying Goods is available. EU rules will continue to apply directly in Northern Ireland so treated produce will only be able to be placed on the market in Northern Ireland in accordance with the EU regulations. Further guidance on the approach to monitoring and enforcement in GB as a result of the mutual recognition provisions will be available in the future. We will bring forward a longer-term qualifying regime in the course of 2021, with only businesses established in Northern Ireland benefitting from unfettered access. Detailed guidance on that regime will be published in due course. The UK Governments are pleased to announce their consultation on the draft revised UK National Action Plan for the Sustainable Use of Pesticides (NAP). The draft NAP is a five-year plan which will ultimately replace the existing National Action Plan published in 2013, as adopted under the Plant Protection Products (Sustainable Use) Regulations 2012. The draft NAP aims to minimise the risks and impacts of pesticides to human health and the environment, while ensuring pests and pesticide resistance are managed effectively. Revising the NAP provides opportunity for an ambitious programme to be developed and drive forward the sustainable use of pesticides in a domestic context. This public consultation is open to all pesticide users and interested parties, and we are keen for you to take this opportunity to share your views with us by responding to the consultation.
