Level 2 and 3 storms threatened most of North Carolina Monday, delivering a quick downpour of much-needed rain to fire-scorched areas, while also creating 60-mph wind gusts and a risk for tornadoes.

As of Monday, progress was made on the 1,515-acre Alarka Five Fire in Swain County, which was at 62% containment with no evacuation orders in place.

The Table Rock Fire remained at 13,191 acres in South Carolina and 574 acres in North Carolina with 30% containment, and the 1,865-acre Rattlesnake Branch Fire in Haywood County was 21% contained. The Black Cove Fire reached 3,502 acres and 93% containment, while the Deep Woods Fire was at 3,969 acres and 60% containment.

Showers also helped wash away grass pollen, which, according to the North Carolina Division of Air Quality, reached the highest numbers ever for grass pollen in March.

The North Carolina Board of Transportation is pursuing a $2.5 million "hands-free and eyes-free" driver alert system for over 100 miles of I-95 and I-40 construction zones.

Paid for by a grant the board extended through October, the system will "leverage and integrate public agency and private
sector datasets, advanced algorithms, and open data feeds" to alert drivers to last-minute lane closures, odd stops, road hazards, and other anomalies.

Alerts will go to commercial truck drivers and apps like Waze, Google Maps, and Apple Maps.

Traffic data is already gathered by a vendor called INRIX, which NCDOT piloted in May 2021 to provide real-time road alerts to commercial trucks. A date hasn't been set for when the system might roll out statewide.

Dare County Manager Bobby Outten wants the North Carolina Coastal Resources Commission to consider an all-natural product that looks and feels like sand as a potential beach nourishment alternative.

A Florida company called ShoreLock makes erosion-combating "sand" out of recycled seaweed that works by breaking down erosion escarpments into gentle slopes to stabilize shorelines while protecting essential infrastructure. The company claims it has no harmful effects on marine, animal, or plant life, and provides safe habitats for nesting sea turtles.

Outten estimates a typical $27 million five-year nourishment project might only cost $2.5 million using ShoreLock. "A product like this would make it less expensive and make the sand that you have last longer, which are both benefits," he said.
