Ohio House Republicans unveiled a budget proposal this week that deviates slightly from Gov. Mike DeWine's budget proposal.

Notably, the proposal allocates $600 million in bonds to support the construction of a domed Cleveland Browns stadium and surrounding developments in Brook Park.

The plan also excludes DeWine-supported tax increases on cigarettes and marijuana.

The House GOP also set aside a bipartisan K-12 education plan, instead adding $226 million for public school districts, far more than DeWine's proposed $38 million increase.

A Montgomery County grand jury declined to indict two Dayton police officers in connection with the fatal shooting of a teenager last June.

Dayton Police told local news outlets the two officers have returned to duty.

In the June shooting, officers responded to reports of a block party where Brian Moody, 16, pointed a handgun at them while running away, police reported. Officers discharged their weapons, and Moody was struck once in the area of the shoulder and chest.

The agreement followed a 24-hour contract extension that prevented any lapses in coverage for patients starting Tuesday.

Negotiations between Mercy Health and Cigna spanned several months, and Tuesday's April 1 cutoff date for coverage was announced earlier this year amid stalled talks.
