"Maybe he was going to Busch Gardens. I don't say that sarcastically," former Tampa Police Chief Brian Dugan said. "Maybe he was here to meet up with someone. Maybe he was using this as a place to evaluate whether Tampa was a target?" Former FBI special agent Lisa Burns stated that the FBI will likely be able to determine, based on digital evidence, why Jabbar was in Tampa. Jabbar also traveled to Egypt and Canada in the months before the attack. The FBI has set up a website where people can submit tips anonymously and upload files that may support their claims. The wheel well is not typically pressurized or heated, and temperatures at altitude are well below freezing. The plane landed at Fort Lauderdale-Hollywood International Airport after taking off from New York's John F. Kennedy International Airport. The bodies were discovered during a routine post-flight maintenance inspection of the aircraft. The discovery of the bodies comes less than two weeks after another person was found dead on Christmas Eve inside the wheel well of a United Airlines plane that landed in Hawaii. "The circumstances surrounding how they accessed the aircraft remain under investigation," JetBlue said.
