Canada: The Ontario Wine Market

Canada is the top export market for U.S. wines by value, and Ontario's provincial liquor board is among the largest purchasers of beverage alcohol on the planet. Imported wines are primarily sold through provincially owned and operated retail outlets, although recent regulatory changes have authorized 157 private grocery retail locations to distribute wine and beer. From 2021, bars and restaurants in Ontario may sell alcoholic beverages with food takeout and delivery, further expanding consumer access to imported wines.

 

Canada: The Quebec Wine Market

Quebec is the largest wine-importing province in Canada, at 180 million liters of wine valued at $770 million in 2020. While nearly all imported bottled wines are sold at provincially owned and operated retail outlets, imported bulk wines bottled in Quebec can be sold in convenience and grocery stores. The United States was the fourth-largest wine supplier to Quebec by value in 2020 ($66 million) and the fifth largest by volume (15 million liters).

 

China: China Notifies Cheese Standard

On February 22, 2021, the National Health Commission of the People's Republic of China and the State Administration for Market Regulation issued the Standard GB 5420-2021 (the National Food Safety - Cheese). This Standard will be implemented on November 22, 2021. The following report contains an unofficial translation of the Standard.

 

China: China Notifies Older Infants Formula Standard

On February 22, 2021, the National Health Commission of the People's Republic of China and the State Administration for Market Regulation issued the Standard GB 10766 - 2021 (the National Food Safety - Older Infants Formula). After a transition period of 2 years, this Standard will be implemented on February 22, 2023. The following report contains an unofficial translation of the Standard along with a link to PRC provided questions and answers regarding the Standard.

 

China: MARA Solicits Comments on Administrative Licensing Measures

On June 3, 2021, the Chinese Ministry of Agriculture and Rural Affairs (MARA) issued a notice soliciting public comments on the "Measures for the Implementation of Administrative Licensing" (Draft for Comments), which governs administrative licensing issues falling within MARA's jurisdiction. The deadline for comments is July 2, 2021. This report contains an unofficial translation of the Measures.

 

Denmark: Government Introduces Climate Action Plan for Agriculture

On April 28, 2021, the Danish government announced its intention to cut carbon dioxide emissions from agriculture by 7.1 million tons by 2030 through increased spending on green farming technologies. The Danish government also proposes a partial ban on farming on peat soils (through which carbon is being emitted). Denmark's Social Democrat government plans to reduce carbon emissions by 70 percent in 2030 (compared to 1990 levels), going beyond the 55 percent target agreed to by European Union Member States.

 

Hong Kong: Hong Kong Ports Respond to Shipping Challenges

Though recent COVID-related challenges are causing port slowdowns elsewhere in the region, local sources report that port operations in Hong Kong remain largely smooth though turnaround times have increased. Hong Kong importers adapted to the global shipping delays of the past year by placing orders further in advance to account for unpredictable arrival dates. As a result, retail and foodservice industries have adequate supplies.

 

India: Southwest Monsoon Update 2021

On June 3, the India Meteorological Department (IMD) announced that the Southwest Monsoon had set over Kerala two days after the average onset date of June 1. IMD also published its second long-range forecast that predicts a normal Southwest Monsoon (June to September) with rainfall expected to reach 101 percent of the long period average (LPA). The monsoon has advanced and covered Central and Southern India with rainfall 37 percent higher than the normal fifty-year average as the sowing of Kharif crops is underway.

 

Netherlands: Retail Foods

The Dutch retail sector is fairly consolidated, with the two largest food retailers controlling nearly 60 percent of the market. Consumers in the Netherlands are increasingly looking for sustainable products, products that are healthy, and convenience products. They are expected to continue to buy more plant-based foods and private label brands as well. Because of the coronavirus pandemic, consumers have treated themselves through the buying of comfort foods as a form of compensation. The market share for shopping online also grew last year. Online shopping is expected to remain popular, and consumers are expected to continue to utilize home delivery services for their groceries. Finally, food retailers are expected to continue to invest in innovative foodservice concepts at their supermarkets in order to attract customers.

 

Nigeria: Government of Nigeria Signed Plant Variety Protection Bill into Law

In May 2021, President Muhammadu Buhari signed into law the Plant Variety Protection Act 2021 to create a functioning regime protecting plant varieties in Nigeria. The new law demonstrates Nigeria's commitment in transforming agricultural production while encouraging global companies to invest in local seed business activities.

 

Peru: Retail Foods

Peru's food retail market is adapting to the economic hardships and realities arising from the Covid-19 pandemic. FAS Lima foresees a long-term recuperation since this sector is not yet mature and has room to keep growing. The market currently holds over 790 convenience stores and 282 conventional supermarkets. The sector's expansion strategy targets Lima's lower to middle income districts. E-commerce is expected to continue growing but still has logistical issues to overcome.

 

Russia: Oilseeds and Products Annual

A package of export restricting measures aimed at the oilseeds market is expected to dampen the trend of increasing oilseed production in Russia. However, total MY 2021/22 oilseed production is still projected to grow to 22.4 million metric (MMT) where sunflower oilseed production will reach 15.5 MMT, soybean production, 4.4 MMT and rapeseed production 2.5 MMT. Vegetable oil production is estimated to reach 7.2 MMT, while meal production is likely to reach 10 MMT in MY 2021/22. Fish meal production is estimated to grow to 150 TMT in MY 2021/22.

 

South Africa: South African Sugar Industry Welcomes Report on the Economic Impact of the Health Promotion Levy

The South African sugar industry has always publicly lamented the negative impact of the Health Promotion Levy (HPL) that was introduced in 2018 to the already distressed sector. In June 2021, the National Economic Development and Labour Council (NEDLAC) published a report titled, 'Economic Impact of the Health Promotion Levy on the Sugar Market Industry'. The NEDLAC report confirms and quantifies the exact impact of the HPL up to the 2019/20 Marketing Year (MY). The sugar industry has welcomed the NEDLAC Report and suggest that it may assist in engagements with government during the implementation of the Sugar Industry Master Plan whose objective is to address the decline of the South African sugar industry.
