Good morning! On this day in 1618, the two leading officers of the Virginia Company of London sent instructions to the colony's new governor, Sir George Yeardley. The document became known as the "Great Charter." It allowed colonists to establish a general assembly, the first representative legislative body in the Western hemisphere.

Ex-Sheriff's Federal Trial on Hold

The bribery trial of former Culpeper County Sheriff Scott Jenkins will be delayed until at least Dec. 11.

The trial was supposed to begin last week, but Judge Robert Ballou dismissed the jury and set a new date after Jenkins complained of health problems. He is accused of conspiracy, fraud, and bribery.

Jenkins allegedly accepted cash bribes from at least eight people, including three of his co-defendants in this case and two undercover FBI agents. His co-defendants have pled guilty and are expected to testify against him in this trial.

One specific allegation in the case is that the former sheriff provided auxiliary deputy badges in return for cash. Such badges would allow the holder to circumvent state firearms restrictions.

Jenkins served as sheriff for 12 years until he lost a reelection bid last year.

VMT: Grant Money Is Accounted For

The Virginia Museum of Transportation in Roanoke said an investigation proved it has not engaged in financial mismanagement.

Over the summer, six board members resigned suddenly, with several saying they stepped down because they had concerns about how the museum spent state grant money.

The remaining museum board members hired a law firm and an accounting firm to study its spending. Those groups reviewed the books for four months.

"Investigators determined that there were no identifiable issues or concerns with respect to VMT's handling, spending, or accounting of state grant funds," according to a letter from a lawyer who conducted the probe.

The accountants found that the museum has some $1.4 million available, "leaving adequate funds to fulfill the remaining grant expenditures of $324,188."

Record-Setting Richmond Marathon

A trio of simultaneous races brought some 21,000 runners into the streets of Richmond this weekend to compete at one of three distances: full marathon, half marathon, or 8K.

It is the most people who have ever participated in the events, topping a mark set in 2014. Robert Mazzanti of Richmond was first across the marathon finish line, with a time of 2:25:12.

Another marathon finisher this year was David Griffin, who suffered a heart attack last year during the race and eventually underwent open-heart surgery. The training helped him rehabilitate.

The oldest person in the field was Doctor Rao Yalamanchili. He finished his third, and he said final, marathon at the age of 87.

Richmond calls itself "America's Friendliest Marathon" and is known for its downhill finish, which helps some runners qualify for the elite Boston Marathon in April.
