A federal appeals court removed U.S. District Judge Janis Jack from a lawsuit involving Texas' foster care system and overturned her previous judgment against the state.

In an April ruling, Jack imposed a $100,000-per-day fine against Texas for failing to resolve outstanding abuse and neglect claims.

The 5th U.S. Circuit Court of Appeals determined that Jack’s ruling exceeded constitutional limits and criticized her for blatant bias against Texas and its attorneys.

The Friday decision is the latest in a lawsuit that has been ongoing since 2011, when advocates sought to address inadequacies within the state’s foster care system.

SpaceX completed a historic test flight of its massive reusable Starship rocket Sunday morning, the day after receiving federal approval for the launch.

The 400-foot rocket launched from the company’s Boca Chica facility at 7:25 a.m. Seven minutes after liftoff, giant “chopsticks” mechanical arms caught the first-stage Super Heavy booster on the launch pad, a first for the company and a major step toward its goal of reusability.

Meanwhile, the stainless steel Starship spacecraft splashed down in the Indian Ocean without incident. The rocket had exploded or experienced mechanical issues during the previous test flights.

El Paso will become the first city in Texas to implement a variable speed limit on Wednesday when dynamic speed limit signs will be activated on a 2-mile stretch of U.S. 54 southbound north of I-10, where the standard speed limit is 60 mph.

The new system aims to reduce speeding by lowering the speed limit—either automatically or manually—up to 10 mph based on traffic or weather conditions.

In 2023, El Paso saw 3,855 speed-related crashes, resulting in 30 deaths and 65 serious injuries.
