China's Decree 248 – CIFER Corrections and Login Information

On January 1, 2022, China's General Administration of Customs (GACC) implemented new facility registration requirements for manufacturers of food products exported to China. In December 2021, FDA provided GACC with lists of U.S. establishments that sought to be recommended for registration in China via the FDA's Export Listing Module (ELM). GACC used the firm and product information provided by FDA to add registrations to the GACC Single Window System, also known as the China Import Food Enterprise Registration (CIFER) system.

Last week, FDA requested that GACC update registrations for U.S. firms that were not registered correctly. This request included corrections to the product categories for registration and the addition of HS codes for lactose manufacturing firms that had previously registered to export dairy products under former Decree 145.  To prevent trade disruptions, FDA also requested that GACC transmit CIFER username and password information directly to U.S. firms using the contact information provided by the firms in FDA's Export Listing Module (ELM).  Access to CIFER will allow firms to directly update contact and product information and FDA is working to address the challenge of distributing of login credentials.

For many food products, U.S. firms can self-register with GACC via https://cifer.singlewindow.cn/. For certain categories of products, GACC requires exporting countries' competent authorities to recommend firms for registration. Prior to January 1, 2022, GACC accepted lists of firms from FDA for registration, but it is not clear how this process will work going forward. FDA-regulated firms that wish to register with GACC for products requiring competent authority recommendation may submit an application in FDA's Export Listing Module (ELM) to provide information for products they intend to export to China. FDA recommends that firms consult the list of product categories and HS codes published by USDA Foreign Agricultural Service to ensure that they submit an ELM application for the correct product categories based on the HS codes for the products they intend to export: Decree 248 Single Window Searchable Database and Jan 1 Shipment Information.
