Securing Our Digital Future
Contributing authors include Madeleine Albright, Tim Berners-Lee, and others.

Microsoft has partnered with FP Analytics, the independent research division of Foreign Policy, to produce “Securing Our Digital Future,” a groundbreaking special report amid the escalation of cyberattacks globally. In addition to providing in-depth analysis on the current state of international cybersecurity, the report highlights the cost of inaction, noting that by 2025 cybercrime is anticipated to cost the global economy $10.5 trillion per year (or $20 million per minute), greater than the current nominal GDP of Japan and Germany combined. The report also finds that the cyber-domain is fast becoming the weapon of choice for state actors and is a “short of war” means to pressure other governments, manage conflict, impose costs on leaders, and project national power. In fact, since 2005, 35 countries are suspected of sponsoring 510 cyber operations, with China, Russia, Iran, North Korea, and the United States engaged in the majority of cyberactivity. Of 121 operations in 2020, more than 77 percent were acts of espionage.

Selected quotes from key contributors include:
  • “With billions of lives and livelihoods on the line, peace and security in cyberspace must be at the top of the international agenda.” —Madeleine Albright, former U.S. secretary of state
  • “If we are to preserve a truly open, global internet that works for people, sparks innovation and helps us to collectively tackle the many challenges we face, we must act now to build globally accepted norms to shape the digital future we want.” —Tim Berners-Lee, inventor of the World Wide Web
