U.S., Mexico Amend Water Treaty

The U.S. and Mexico have agreed to amend a 1944 water treaty to address shortages threatening South Texas farmers.

Under the treaty, Mexico is required to deliver 1.75 million acre-feet of water to the United States every five years, but they currently owe 1.3 million acre-feet with less than a year remaining before the October 2025 deadline.

The agreement permits Mexico to relinquish its allotment of water, transfer water stored at the Falcon and Amistad reservoirs along the Rio Grande, and supply water from the San Juan and Alamo rivers, which don't drain into the Rio Grande.

The amendment was initially scheduled to take effect in December 2023, but Mexican officials said they wouldn't agree to it until after their June presidential elections. Unless it's extended, the amendment will remain in effect for five years.

City Agrees To Mediation Over Proposed Church

The North Texas town of Fairview and the Church of Jesus Christ of Latter-day Saints will enter mediation over a proposed temple that would exceed local zoning height limits.

In August, the city council denied the church a building permit for a 65-foot temple with a spire nearly 174 feet tall, citing a 35-foot height limit for residential areas and opposition from residents who felt the imposing structure would detract from the community's small-town feel.

Last month, the city created a legal defense fund and invited donations, anticipating a potential lawsuit from the church, which asserts that its right to religious expression should supersede concerns about aesthetic appearances.

Former U.S. Magistrate Jeff Kaplan will oversee the mediation scheduled for Nov. 18.

Bull Trainer Won't Give Up

With the help of his friends and family, Austin Patterson has refused to give up after suffering life-threatening injuries at a recent rodeo.

Although a neck injury in 2019 ended his bull-riding career, Patterson remained active in the community by raising and training bulls.

During a recent event, he intervened to restrain a bull but was severely injured, suffering broken ribs, a broken sternum and pelvis, a collapsed lung, and a lacerated liver.

Patterson has shown remarkable recovery progress and looks forward to his upcoming wedding. To help with medical bills, a friend held a benefit auction on Facebook, raising over $60,000.
