To support the delivery of our new strategy we are developing a new regulatory model and have started to explore what our assessment framework and approach could look like. Our thoughts so far: Our five key questions will remain, as will our ratings. We'll draw on the work of Think Local Act Personal (TLAP) and National Voices on I/we statements to support people using services to understand the framework and to set expectations about what good care looks like from their perspective. We statements will indicate what the provider, commissioner or system needs to do to deliver high quality, person-centred care. These we statements will sit under each of the key questions, pitched at the level of good and focus on key areas or themes. For example in Safe this would be safeguarding, or IPC. We will call these quality statements. We'd like to hear your thoughts through two short surveys to help us understand how we should take this work forward. You can find more information on our digital engagement platform CitizenLab. When CQC assess a service, we think that there are 6 evidence categories we can use to understand the quality of a service. These are: - What is people's experience?
- What do staff and leaders tell us?
- What have we heard from our partners?
- What have we observed?
- What do we know from the organisation's process – their systems, policies and records?
- What can we learn from outcomes and performance data?
We'd like to hear your views in a short survey on these categories, what evidence you think is required and how we should score it. You can find out more information our digital engagement platform CitizenLab. We'd like to hear your views on what we currently publish following an inspection or monitoring conversation. Every time we inspect or monitor a health or social care service, we publish information about it on our website. This currently includes; - details of recent inspections including infection prevention and control inspections
- the inspection report (and, where relevant, evidence appendices).
- current ratings
- monthly monitoring review statement on the profile page of a service
We'd like to hear your thoughts through a short survey on whether these outputs work for you? What would you like to see as we change how we assess services? You can find out more information on our digital engagement platform CitizenLab. Join our upcoming webinars to hear how we're monitoring and prioritising inspections at the moment. You'll also be able to ask questions through the live chat. We'll discuss our monitoring approach, which is a development from the transitional monitoring we did last year. The developments carry on the progress in how we monitor services in three key areas by: - improving our ability to monitor risk to help us be more targeted in our regulatory activity
- bringing information together in one place for inspection teams, presented in a way that supports inspectors with their decision making
- testing elements of how we want to work in the future, including how we provide a more up-to-date view of risk for people who use services.
You can find more information on what to expect from our monitoring approach on our website. These events are aimed at providers and professionals who work in health and social care, organisations who represent them and other stakeholders. There are three webinars each aimed at a different sector we regulate.
