The 2021 Legislature appropriated $5 million in new grant funding for cities to increase residential building capacity. The funding is available for cities to adopt new Housing Action Plans (HAPs) and to implement strategies from adopted HAPs or housing plans by June 2023. To distinguish this grant from the previous round of Increasing Residential Building Capacity grants, also known as HB 1923 grants, this round of funding will be called the "Housing Action Plan and Implementation (HAPI)" grants. HAPI applications are now open and are intended to encourage construction of additional affordable and market rate housing in a greater variety of housing types and at prices that are accessible to a greater variety of incomes (RCW 36.70A.600(2)). Cities planning under the Growth Management Act (GMA) are eligible to apply for grants. This grant opportunity is prioritized for cities with populations over 20,000, which are eligible for grants of up to $100,000. Cities under 20,000 in population will be evaluated next for a maximum of $75,000 per grant award. Applications are due by October 7, 2021 at 5 p.m. The applications require a proposed project scope of work and budget, answers to five core questions, and a letter of authorization and commitment from city leadership to complete the grant contract requirements by June 15, 2023.
