China Decree 248 Update – CIFER Log-In Information

At the request of U.S. officials, China's General Administration of Customs (GACC) has begun distributing usernames and passwords directly to FDA regulated U.S. establishments to allow access to their accounts within the GACC Single Window System, also known as the China Import Food Enterprise Registration (CIFER) system, via https://cifer.singlewindow.cn. We understand that U.S. establishments exporting specific categories of products to China recommended by FDA for registration will receive CIFER account information directly from GACC via email. When a user logs into CIFER, we understand that the system directs establishments to change their passwords and allows registration for additional products that do not require competent authority recommendation under Decree 248 (e.g., a dairy products manufacturer can add lactose to its registration). 

U.S. establishments may contact GACC (division_registration@customs.gov.cn) or their importers in China with regard to CIFER account issues, or USDA's Foreign Agricultural Service (decree248inquiry@usda.gov) with other questions about CIFER or Decree 248. For a current list of HS Codes subject to registration, as of 2/14/2022, please visit: February 2022 Decree 248 Code Changes (xlsx). Refer to the "Competent Authority Recommendation Required" column on this list to determine if GACC is currently allowing self-registration for your product or whether GACC requires a competent authority to recommend your product for registration. FDA continues to collect information via the Export Listing Module (ELM) from establishments that export products for which GACC requires a competent authority recommendation.

Background

On January 1, 2022, the GACC implemented new facility registration requirements for manufacturers of food products exported to China. In December 2021, in order to prevent disruption of U.S. food exports to China, the U.S. Food and Drug Administration (FDA) provided GACC with lists of U.S. establishments that sought to be recommended for registration in China via the FDA's Export Listing Module (ELM). GACC used the firm and product information provided by FDA to add registrations to the GACC Single Window System, also known as the China Import Food Enterprise Registration (CIFER) system.  FDA provided GACC with additional lists on February 7, 2022, to help facilitate the registration of additional U.S. establishments.
