Canada: Consultation on Regulatory Requirements for the Environmental Release of Plants

On May 19, the Canadian Food Inspection Agency launched a consultation on the Seeds Regulations and the environmental release of seeds. The proposed guidance is intended to provide stakeholders a better understanding of Part V of the Regulations on the release of seeds and clarify which plants are subject to Part V.

 

Estonia: Grain and Feed Update

Estonia's total wheat, rye, mixed grains, triticale, barley, corn, and oat production in marketing year (MY) 2021/22 is forecast at 1.5 million metric tons (MMT), a 6.3-percent decrease from MY 2020/21. Post anticipates a return to more average production levels for all grain varieties in MY 2021/22. Cold spring temperatures slowed both winter and spring plant development. In MY 2020/21, for the second consecutive year, Estonian farmers capitalized on higher international soft wheat prices. During first nine months of MY 2020/21, wheat exports reached 561,000 metric tons (MT), only 11.5 percent below the previous year's record. High global grain prices motivated Lithuanian farmers to increase the wheat area in MY 2021/22.

 

European Union: EU Early Alert - Pesticide Review - June 2021

The European Union follows a complex, rolling system of review for use of active ingredients and Maximum Residue Levels (MRLs) in food. For agricultural inputs, U.S. farmers must know early in the process to be able to provide input on their priorities and prevent or mitigate the loss of access to safe chemicals. The information in this document provides interested stakeholders with advance notice of active ingredients under review and highlights which substances may have restricted or non-renewal of approval. This is a quarterly update dated June 2021, including a link to the consolidated version as well.

 

Hong Kong: Retail Foods

Hong Kong is the sixth-largest export market for U.S. consumer-oriented agricultural products by value. Hong Kong is an attractive market for innovative U.S. food and beverage products as well as a gateway to the region. In 2020, Hong Kong's retail food sector sales maintained at $12.7 billion, and the stable trend is expected to continue. The Hong Kong Government has launched multiple stimulus measures to help local residents and businesses cope with the COVID-19 adversity, and Hong Kong's economy is expected to pick up in the latter half of 2021 when the coronavirus situation improves.

 

India: Governments of Delhi and Chhattisgarh Permit Home Delivery of Wine and Liquor 

On May 25, 2021, the Government of the National Capital Territory of Delhi (NCTD) issued a notification permitting the home delivery of wine and liquor within the territory. Likewise, the State of Chhattisgarh announced its intention to permit home delivery of liquor in the state beginning May 10. These decisions are likely to generate needed tax revenue to the governments of Delhi and Chhattisgarh, which experienced significant revenue losses during the past year due to the COVID-19 pandemic.

 

Japan: USJTA Treatment for Fruit Preparations 2021

The U.S.-Japan Trade Agreement (USJTA) has been in effect for 17 months, however the timing of Japan's fiscal year meant that the agreement entered "Year 3" of implementation on April 1, 2021. This report is one in a series of product briefs highlighting the tariff benefits for specific commodities and products from Year 3 (2021) to Year 5 (2023) of the agreement. Morocco: Citrus Semi-annual

Moroccan MY 2020/21 citrus production has benefitted from improved weather and consistent rain. However, Post's production estimates remain unchanged, based on no new official Moroccan production data. Moroccan citrus exporters report they face competition from Egypt, Turkey, and Spain. Post has revised down MY 2020/21 export figures for fresh oranges and lemons/limes in response to strong domestic sales. Post adjusted trade numbers for tangerines/mandarins and oranges in MY 2019/20 based on final data from Morocco's office des changes.

 

New Zealand: New Zealand Proposes Biofuels Mandate

The New Zealand Government is proposing to introduce a sustainably-produced biofuels mandate for transport fuels in New Zealand. It would take effect in 2023 requiring a level of biofuels which would reduce greenhouse gas (GHG) emissions from transport fuels by 1.2 percent and reaching a reduction of 3.5 percent by 2025. The proposal assumes biofuels will be imported for the majority of the volume required at least into the medium term.

 

Russia: VPSS Introduces Contrasting Proposals on the Importation and Transportation of GE Products To and Within the Russian Federation 

The Russian Federation recently extended the waiver on a previously established ban of imports of some GE soybeans and soybean meal without state registration to January 1, 2022. Since this extension, the Federal Service for Veterinary and Phytosanitary Surveillance (VPSS) has introduced contradictory proposals which apply enhanced control over imports of GE commodities and seeds including their movements in the Russian territory. FAS Moscow recommends U.S. companies planning to export to the Russian Federation confirm with their counterparts and importing partners the specific requirements for the particular commodity they plan to import.
