Click here  Wednesday 14 April PRESS RELEASE Promoting COVID-19 vaccine equity, fighting malaria and advancing universal health coverage are key elements of the memorandum 14 April 2021 News release Geneva, Switzerland The World Health Organization and the International Organisation of the Francophonie (IOF) today signed a memorandum of understanding to scale up collaboration and boost access to health services in Francophone countries. The agreement, finalized at a ceremony held at the WHO Headquarters in Geneva, focuses on advancing universal health coverage, fighting malaria and collaborating on the development of the WHO Academy, which aims to train millions of health workers worldwide. It will also support COVID-19 response efforts, including on promoting equitable access to vaccines. "Our actions, supported by this memorandum of understanding, must contribute to the development of social protection and universal access to public health services in the French-speaking countries,” said Ms. Louise Mushikiwabo, IOF Secretary General. “This is a fundamental right for individuals and an essential condition for the socio-economic progress of our countries.” Ms Mushikiwabo added: “This memorandum of understanding aims to bring IOF political and diplomatic support to some of WHO’s priorities.” WHO Director-General Dr Tedros Adhanom Ghebreyesus said the MoU signing further bolstered an already strong partnership with IOF, and would play a vital role in promoting and protecting people’s health, including in the response to COVID-19. “Strengthening the relationship between WHO and the IOF comes at a crucial time, when the world needs even closer collaboration to fight COVID-19 and address existing health challenges, from malaria to inequitable access to health services,” said Dr Tedros. “Expanding universal health coverage and equipping current and future health systems with highly trained health workers are essential steps that WHO and IOF will continue working on together.” Under the MoU, the IOF will work through advocacy actions, to promote and protect people’s access to the fundamental human right to health, in doing so supporting WHO’s work with national, regional and global authorities to advance access to universal health coverage. The MoU will, in particular, promote multilingualism, including use of the French language, in health promotion and training materials. Another key focus is promoting health education for young women and girls, including on sexual and reproductive health. With 88 Member States and governments, the International Organization of the Francophonie (IOF) counts among its missions the promotion and protection of fundamental rights, among which the right to Health. Several Resolutions on this subject were adopted at the Francophonie by its governing bodies, the latest of which was approved by the Francophonie Ministerial Conference in November 2020, on "Living together during the COVID-19 pandemic and in the post-COVID world.”
 FRENCH TRANSLATION: Signature d’un mémorandum d’entente entre l’OMS et l’Organisation internationale de la Francophonie (OIF) visant à renforcer l’accès à la santé dans les pays francophones La promotion de l’équité en matière de vaccins anti-COVID-19, la lutte contre le paludisme et la progression sur la voie de la couverture sanitaire universelle sont des éléments clés du Mémorandum. GENÈVE, le 14 avril 2021 : L’Organisation mondiale de la Santé (OMS) et l’Organisation internationale de la Francophonie (OIF) ont signé aujourd’hui un Mémorandum d’entente visant à intensifier leur collaboration et à améliorer l’accès aux services de santé dans les pays francophones. L’accord, conclu lors d’une cérémonie qui s’est tenue au Siège de l’OMS à Genève, vise à progresser sur la voie de la couverture sanitaire universelle, à lutter contre le paludisme et à collaborer à la mise en place de l’Académie de l’OMS, dont l’objectif est de former des millions d’agents de santé dans le monde entier. Les activités de lutte contre la COVID-19 bénéficieront également d’un soutien, notamment concernant la promotion d’un accès équitable aux vaccins. « Nos actions, portées par ce Mémorandum, doivent contribuer au développement d’une protection sociale et d’un accès universel aux services de santé publique dans l’espace francophone.», a déclaré Mme Louise Mushikiwabo, Secrétaire générale de l’OIF. « Il s’agit d’un droit fondamental pour les individus et d’une condition essentielle du progrès socio-économique de nos pays » Mme Mushikiwabo a ajouté : « Ce mémorandum vise à apporter un appui politique et diplomatique à la mise en œuvre de certaines des priorités de l’OMS. » Le Dr Tedros Adhanom Ghebreyesus, Directeur général de l’OMS, a expliqué que la signature du Mémorandum ne faisait que renforcer le partenariat déjà solide liant l’OMS à l’OIF, et que cet accord jouerait un rôle vital dans la promotion et la protection de la santé des personnes, notamment dans le cadre de la lutte contre la COVID-19. « Le renforcement des relations entre l’OMS et l’OIF intervient à un moment crucial, alors que le monde a besoin d’une collaboration toujours plus étroite pour lutter contre la COVID-19 et relever les défis qui se présentent sur le plan sanitaire, qui vont du paludisme à l’accès inéquitable aux services de santé », a expliqué le Dr Tedros. « L’élargissement de la couverture sanitaire universelle et la dotation des systèmes de santé actuels et futurs à des agents de santé hautement qualifiés sont des étapes essentielles sur lesquelles l’OMS et l’OIF continueront de travailler main dans la main. » Dans le cadre du Mémorandum d’entente , l’OIF mènera des actions de plaidoyer en faveur de la promotion et de la protection du droit fondamental de chacun à la santé et, de cette façon, elle appuiera les travaux de l’OMS auprès des autorités nationales, régionales et internationales afin de progresser sur la voie de la couverture sanitaire universelle. Le Mémorandum d’entente mettra tout particulièrement en avant le multilinguisme, et notamment l’utilisation de la langue française dans les supports de promotion et de formation dans le domaine de la santé. Un autre axe clé est la promotion de l’éducation à la santé, notamment pour ce qui est de la santé sexuelle et reproductive. L’une des missions de l’Organisation internationale de la Francophonie (OIF), qui compte 88 États et gouvernements membres, est la promotion et la protection des droits fondamentaux, notamment le droit à la santé. Plusieurs résolutions en la matière ont été adoptées par les Instances de la Francophonie ; la dernière en date s’intitule « le Vivre ensemble pendant la pandémie de Covid-19 et dans le monde post-Covid » et a été approuvée par la Conférence ministérielle de la Francophonie en novembre 2020.
