GAIN Reports from Wednesday, April 7, 2021

The following Global Agricultural Information Network (GAIN) reports were released on Wednesday, April 7, 2021.

 

Bangladesh: Oilseeds and Products Annual

Bangladesh's feed industry is currently recovering from a difficult marketing year (MY) 2019/20 (i.e., July to June). As a result of the COVID-19 outbreak, animal feed prices increased domestically as feed imports slowed and domestic production was hampered by government lockdown requirements. As Bangladesh's poultry, cattle, and aquaculture industries re-establish operations, animal feed demand is expected to return to pre-pandemic levels in MY 2021/22. Though, as this report went to publication, the Government of Bangladesh announced a second lockdown because of increased COVID cases. Post forecasts decreased soybean and increased soymeal imports in MY 2020/21 relative to marketing year 2019/20 but notes local soybean production will remain flat at a level of 147,000 metric tons in MY 2020/21.

 

China: China 2021 No 1 Document Underscores Seed Genetics Stable Grain and Pork Supplies for Food Security

On February 21, the CPC Central Committee and the State Council jointly issued the annual policy guidelines on agriculture and rural development, known as the "No. 1 Document". The 2021 No. 1 Document has set commercialization of high-quality seeds and livestock genetics as important factors for national food security, while stable supplies of grains and pork remain important. The central governments emphasis on supporting seed development, including biotech seeds, is a new feature in the 2021 No. 1 Document and there is continued emphasis on shoring up grade producing farmland. This report contains selected highlights and an unofficial translation.

 

Ecuador: Food Processing Ingredients

The food processing industry is an important component of Ecuador's manufacturing sector. In 2019, the sector contributed $6.7 billion to Ecuador's gross domestic product and grossed $11 billion in net sales. Excellent sales prospects exist for U.S. food ingredient products to supply this industry. This report provides a road map for exporters wishing to enter the market. It provides information on the key channels of distribution for food ingredients and highlights growing product segments including industrially processed foods, beverages, and edible fisheries products.

 

India: Requirement of a Certificate of Non-Genetically Modified and GM-Free Status for Apple Consignments - A Workaround Solution

Effective March 1, 2021, the Food Safety and Standards Authority of India (FSSAI) requires a certificate for Non-Genetically Modified (GM) and GM-Free status for all apples, all origins being imported into the country. The certificate will be issued by the Washington State Department of Agriculture, in the format prescribed by the FSSAI, as the authorized regional government authority.

 

Indonesia: Indonesia Halal Overview

This report provides an overview of relevant regulations, decrees, and standards related to halal certification and the implementation of Indonesia's 2014 Halal Law. A 5-year phase-in period for the mandatory certification of food, beverages, meat, and poultry began on October 17, 2019 and will end on October 17, 2024. After that date, all food, beverages, meat, and poultry must be marketed according to the 2014 Halal Law. However, many details related to the implementation remain uncertain.

 

Japan: MAFF Announces Dairy TRQs for JFY 2021

On April 1, Japan's Ministry of Agriculture, Forestry, and Fisheries (MAFF) announced tariff-rate quota (TRQ) volumes for dairy products that will be open during Japanese fiscal year (JFY) 2021 (April to March). The announcement includes quotas for natural cheese for processing, skimmed milk powder, evaporated milk, butter and butteroil, and certain whey products. The quota volume for natural cheese for processing increased 19 percent from JFY 2020.

 

Pakistan: Cotton and Products Annual

Pakistan's cotton production for Marketing Year (MY) 2021/22 is forecast at 5.3 million 480 pound (lb) bales, up 18 percent from the revised 2020/21 estimate, due to availability of new seed varieties, better pest and disease management, and government support. Pakistan's cotton output still remains at historic lows, but to keep its textile mills humming it will continue to import large volumes of cotton. MY 2021/22 imports are forecast to remain constant at 5.0 million 480-lb bales. Textile mill consumption is forecast slightly higher at 10.3 million bales, due to brisk milling activity undergirded by strong government support policies for the country's important textile industry.

 

Peru: Food Processing Ingredients

Peru's food processing industry is a dynamic sector of the national economy. The food industry in Peru accounts for almost 28 percent of the industrial gross domestic product and gross value added in 2020 was $9.4 billion. U.S.-origin food processing ingredient exports to Peru reached $174 million in 2020.

 

Philippines: Plant-based Food Products Market Brief

Supported by growing awareness and adoption of global trends, plant-based foods in the Philippines have taken hold of a recognizable niche marketplace in the past year. Industry contacts are optimistic the market will grow 3–5 percent in 2021. Opportunities for U.S. exporters exist in both consumeroriented goods as well as raw materials to support up-start local food manufacturers.

 

Taiwan: Grain and Feed Annual

Taiwan's overall demand for grain and feed is largely unchanged despite the COVID pandemic. The government of Taiwan took early action to control the spread of the disease, and increased retail demand made up for the temporary decline in the restaurant sector. Consumption and import levels for wheat and corn remained stable in MY 2019/20 and are forecast to stay at similar levels in MY 2020/21 and MY 2021/21. Imports of U.S. corn continue to decline in market share, losing ground to South American producers. Low rainfall and lack of typhoons in 2020 will lead to reduced rice production in MY 2020/21. Rice stock levels are expected to draw down in 2021 and recover in 2022. As Taiwan holds high stock levels of rice, therefore total supply will be minimally affected.
